This tag appears every now and then, when tags are deleted off of a question by automatic means. It means what it says, and indicates that those questions need editing.
The reasons a tag can disappear are:
- One use Tags are deleted by a script
- Questions are migrated in from other sites and their tags don't exist on this site
- Tags are deleted manually without cleaning up their questions
