I think this is an interesting question. A quick Google search brings up a few pages which look at characteristics of peg solitaire positions, I didn't find anything about how to determine whether a position has a solution or not. Obviously it's possible to exhaustively search all possible moves, but I'd be interested to know if there is a neater way to determine if a solution exists.

I don't think this is actually a bad suggestion. I just ran 10000 simulations of grids made by picking 16 of the Big Boggle dice at random. On average there were 102 words per grid, with a total score of 140. This is a significantly higher number of words/points per grid than standard Boggle, but it suggests that games played in this way would definitely work.

+1 I tried our strategies against each other, and they're so similar that I managed to hit 500 wins apiece from 1000 games!

@GendoIkari I didn't try Mine over Gold, but I did try Mine over the second Duchy entry. This made things slightly worse. I had marginal improvements by changing the first Duchy entry line to "Duchy" if state.gainsToEndGame() <= 5, but I didn't think it was significant enough to justify the deviation from Big Money. I tried varying a few other things too, but everything else made things worse.
