I agree with you, but I just think it is possible there is an attainable solution that doesn't need to look at all possible board states.

I don't think you need to trace every single move. Imagine that you can prove it is possible to make a single city and a single road with all the existing tiles. With only two meeples you can score all those points, leaving all your other meeples to maximize cloisters and farms. It's the maximized end state that's important, not every single option you get along the way.

After thinking about what you said, I don't think meeples make the problem harder. I actually think they simplify it: they are the only way to score! I think the solution to this problem is making the most out of each (for example, using only one to score all of the city tiles in a single giant city). Of course, farmers do depend on the map shape and add a lot of complexity but I son't think "brute force" is the only way to solve this.

@user1873 Meeple placement is indeed optional. We can definitely assume the opponent never places one. I never heard of different scoring systems, although I assumed there are older and newer versions of the rules. Going to look that up as soon as I can.

@JSBᾶngs Don't forget that Belcher can also work like a storm deck when it's going off on Empty the Warrens. I have played a lot of Land Grants with nothing to fetch just to increase storm count.
