Yes, static abilities of permanents only function while the card is on the battlefield unless otherwise stated or required. Hexproof does nothing while a card is on the stack. (Neither does, Protection From Blue, for example.)

Worth pointing out also I think that the DCI definition of 'cheating' requires intent. Doing something incorrect without knowing can be a penalty, but is not 'cheating.'

My experience with trying 2v2 has been it generally plays out as 2 1v1s with an occasional potshot taken at the other enemy when you mess up a maneuver and happen to end up with them in your sights. But we are not particularly competitive players :)
