Actually nothing in the rules says you have to move the robber in a manner that allows you to take a card. You CAN move the robber somewhere not adjacent to anyone, and if you move next to two people, you can choose to steal from the one with no resources. See the Soldier section in the Almanac for confirmation.

comment What is the best way to print cards for my game?
Especially if you are still playtesting sleeves are the way to go. Get a mess of Magic Land cards (or any defunct CCG) and just print on regular paper. Put a CCG card in the sleeve AND your piece of printed paper. Boom! Shuffleable, unmarked and easy to use.

To late to help with these models, but hobby primer such as that produced by GW and other modeling companies is designed to be less obscuring of details. Car Primer and other primers you'll find art the hardware store are designed to fill small gaps and cover up "tiny imperfections"... these can work but really are not a good idea.

comment What card sleeves should I get for Cards Against Humanity?
This is probably the correct answer considering the style of play of the game, but a small thought in defense of sleeving them in regular magic sleeves: Yes, a full set of sleeves will probably run you $25-40 but as those sleeves get damaged/split through wear you can replace them with identical sleeves. If you play this game a lot (and drinking or messy people are involved) the chances of having marked cards goes up, and it becomes a non-zero chance that the same card could get damaged twice or more... you don't want to buy a third set, but another pack of 50 sleeves'd only be a couple bucks.
