@Pieter: Certainly a claim may include taking a finesse (as I mentioned). But LHO showing out after the claim is made is the very situation where you are not allowed to decide whether or not to finesse. Bear in mind also that this is rubber bridge (and may or may not be in the US), so the ACBL has nothing to say to it.

What he 'would have made if he had played correctly' is a red herring. If he revoked, there is a penalty, as set out in the rules: if he did not, there is none.

Now I finally see what you mean. No, there is no skill involved. There is no game unless one player chooses black and one red, in which case the red player has the advantage; so any player who can count and think will choose red each time and the game does not even start. In future please put some effort into explaining questions, and please put some effort into thinking about them before asking.

If your game is 'player vs player' it is not roulette, and vice versa. Either way, this seems to be asking about mathematics rather than an actual game.
