I wouldn't consider Board or Table Top to be genres at all. But based on your description, I would consider your game a CCG. The fact that the game play involves tactical positioning of the cards is a gameplay detail, but I don't think it changes the category of the game. There are plenty of CCGs that have positional elements to card play.

@posdef Also keep in mind that they don't know which of your actions the flight was. You might have ended your turn with the flight, or you might have done it and then driven elsewhere.

You can certainly make inferences like that if you know a recent location. But if it has been a turn or two, you may not know for sure.

They must specify which cities they are moving through. They should be doing this anyway when they physically move their pawn, but it is especially important when playing the Bioterrorist variant. You should enforce it at all times, whether you are in one of those cities or not. If they still forget to do so regularly, I suppose that you can house rule that the BT does not have to reveal at intermediate cities if the player never specifies they are going through it. That should give them incentive to develop better habits.

A more interesting scenario may be where the winner gets 3 packs and the loser gets none. Then you can't just have one of the players concede on the first turn.

I meant focusing on trying to control the major diagonals. Controlling an entire diagonal means your opponent can't win. Controlling most of a diagonal limits what you need to block.

I haven't worked through all the possibilities, but a major diagonal strategy seems unbeatable on an odd sized board (start in the middle), and seems to be at worst a draw on an even sized board.
