Ah, looks like I was accidentally reading the Family Rules version of Knocked Down. Definitely clear, though it still seems like a pretty light penalty (that might even help in some cases).

I agree that the reason to not take it is because you're taking something else. I don't necessarily agree that not taking Tunis as a 5th is advisable, everyone is going to assume it is yours and assess you as such anyway. Unless you're playing with inexperienced players that just count pieces on the board, I'd still grab it as a 5th in 1901 if I could.

Or, depending on whether the number of cards can change and how much the number of players can vary, you might just want to make it explicit. "For 2 players, give each player 12 cards. For 3 players, give each player 8 cards." etc

I agree. Assume it is the calamity and decide whether you're still better off doing the trade. In many cases, the answer is yes. But if the answer is no, you're better off not trading, especially if you can wait until next turn to trade in your cards without bumping on the progress track.

@Tom Best students or best diplomacy players? Either way, it's certainly possible for new players to target a skilled player and eliminate them first. But usually the skilled player can find a way to make it worth people's while to keep him around and then slowly find a way back into the game. But as for Austria, I had more solos in e-mail play as Austria than any other country.

You might want to encourage people with tablets or smartphones to use a website where they can update the map easily, that would accomplish a similar purpose to the paper maps with less erasing. But whether paper or electronic, updating maps time is definitely "on the clock".
