On further reflection, the conquer n territories/eliminate n units do seem to make the most sense in terms of their difficulty (General/Colonel/Major/Captain) if you have to complete them in their entirity in one turn.

A couple of issues: 1) I wasn't referring to playing multiple cards on the same turn. See my update of the "Overlapping objectives" section of my Q for more details. 2) On page 12 under "Eliminating Another Player", it says "If your new hand ... is now 5 or more, you must stop and immediately turn a set in for bonus reinforcements.", which contradicts what you stated.
