The only disasters you really need to prepare for are famine and plague; all other disasters will only make you dismiss one person. (The Tribute "disaster" can make you dismiss 4 people, but since you can always get up to 3 coins, it's really just going to make you miss one action to get the coin.)

The numbers on the outside are stickers. I'm not sure where you could get them, though; they're custom components for the game. You could try "making do" with whatever prototype components you can find while you're designing/testing the game, then having custom components made when you ship the "real thing" to real customers.

But the guy who does the shuffling knows exactly how many evil cards there are. Even if he doesn't reveal the number of unused cards to the other players at the table, he'll know: he has to gather the correct number of good cards and evil cards to create the deck he's going to shuffle. So one player is going to have special knowledge about the game that nobody else has.

But somebody's going to know the number of saboteur cards: the person who created the set of cards to deal out. Of course, to be fair, that person could not play... but now you have a moderator, and OP is trying to avoid that.

That sounds workable: with N players, have (at most N-1) citizen cards and (at least 2) saboteur cards, so that at least one card will go unused. Of course, if you can see 2 (or whatever) saboteur cards, you can still conclusively prove that you're not a saboteur. Perhaps with N players, you have N citizen and N saboteur cards? Can the game still work with far more saboteurs than citizens?

@randomblink: Because there aren't enough questions for it. We have Magic: The Gathering questions here (lots of them!), and even they don't have their own site. B&CG is still in "beta" status, after a few years, because we don't have enough activity to justify leaving beta. So keep asking Android: Netrunner questions, and answering when you can.

I can't say whether this will actually work, but it looks like there are two key weaknesses you'll have to work through: denying reinforcements to Russia's western front might cause Russia to fall (or fall faster than it otherwise would), and building two factories in Asia is a fairly steep price - those IPCs might be better spent elsewhere. Ceding Africa to Germany would also give them almost as many income IPCs as you're gaining from Japan. You'll bottle up Japan early, but giving Germany (relatively) free rein will probably cost you Russia. Try it and see what happens?
