@bwarner you could imagine a kind of "game design funnel", where most games are rejected at a print and play stage. Some promising candidates get turned into an online version for tweaking and balance. The goal isn't just to minimize costs, you also want to produce something of quality.

If I parsed the original correctly (and I think I did), the question is about buying the expansions just for the additional action cards for the 5th (and possibly 6th) player. OTOH, The first expansion cards, without adding goals, aren't much additional complexity, so introducing a new player to the base game + gathering storm without goals is barely any more difficult than just the base game (Improved logistics and the parrallelness of the settles is the only actual confusing thing it introduces, IIRC).

The cards get super stale. If the players are any good, no good late game cards get shuffled into the discard, the game feels very different than usual. You can either trust me (or the designer, Tom Lehmann), or just try it.

I was going to clarify the 'without looking' part, but then it just gives the King a trivial deduction problem, so having the king look at the face down card probably just saves time.

I didn't crunch it for 4p, the particular bias correcting method I picked would break down for >2p games, because you just aren't going to get many exact matchup duplicates for 3+ player games. If you want to approximate and linearize, then 1/2 turn is 2.5 points from 2p. In 4p, the expected turn advantage is 1/4, so you'd expect the number of points to be about 1.25.
