@Saloman Miguel - Nope! Re-read the rule I quoted: you may not catch a player for a failure to say UNO after the next player begins his turn. So if you've started your turn, it's too late. I think it's fair to assume the rules expect the game to be played in a single sitting. If a single game was spread overnight, and you haven't had your turn yet, I think it's still in the spirit of the rules that you've missed your chance to penalise your friend if you've left it for hours to notice. The point is you notice immediately, or the player gets away with it.

I didn't downvote, but I expect the reason is that you've only partially addressed the question, and in a somewhat ad-hoc way. Really the question is about when different tracks are more or less useful. As written, it sounds like your answer is "the building track is what you should go for, always, because that's what my friends do." Which isn't a great answer. It would be interesting if you could expand your reasoning a little more.

This kind of question is very hard to answer for sure. There could always be some game with strange cards that the answerer isn't aware of. Can you try and clarify what exactly you want, and why you want to know this? For example, are you interested in the largest common size, for cost or compatibility reasons perhaps?

This is correct. Another piece of related evidence to support it is that you don't keep enemy fortification discs when you take over a location. But you do keep enemy town discs, and score them.
