@CaulynDarr - Personally, I think this question is ok. Each 40K army has broad features which aren't subjective. For example, Tyranids excel at close combat, Tau are excellent ranged, Space Marines cost a lot but are tough. In that vein, I could imagine writing a general answer to this that would be useful - if I had a copy of the current codex. ;)

It's been a while since I saw a Necron codex (so leaving this for someone else to answer), but my recollection was they are expensive in points, and your army "fades away" when you drop below 25% strength, so it's somewhat easier to lose.

I don't have a definitive answer. But here's a detailed review. And here's a rules summary, including the new expansion on the last page. I think what you really want to see is the Advanced Mystery Phase Chart, which sounds like it makes the game a lot more challenging. But that doesn't seem to be online anywhere.

Here's a quote from Andreas Seyfarth, the designer: Andreas confessed to me that today, he would indeed decrease the cost of the university by 1 doubloon and increase the cost of the factory by 1 doubloon. Hence, he would exchange the positions of both buildings on the Puerto Rico board. Also linked under "balance fixes" at BGG-Peurto Rico. Perhaps that was the original source?

With regard to the second part of your question, yes they are still produced, both as a glow-in-the-dark plastic version, and fancier wood versions, as any trivial Google search will reveal. But surely, as the author of that skeptics post and blog entry, you knew this already?
