Some (at least one) AoS map designer is adamant about limiting the track tiles to the original set. Also, I would call the effect chaos, not randomness. The track tiles that a player selects is, in most cases, intentional and not random.

This can happen in Age of Steam with the town disks on towns with 4 exits, since those consume complex track tiles. There can be multiple complex track tiles that are different but functionally identical for a town.

In my opinion, different #2 cannot be overstated, as it creates the most radical (and chaotic) departure of Steam from Age of Steam, IMHO. While it gives the urbanizing/city growth player more control over where and which goods cubes will show up, it severely damages long term planning for the players. In Age of Steam, most of the cubes will be produced over the course of the game and the location is known, it is only a question of when. In Steam, most of the cubes will be produced but the timing AND location are unknown.

Aside from cases where there is additional information available about the card(s) or something has manipulated the deck, it also shouldn't matter if a player draws from the bottom instead of the top of the deck. Getting hung up about this type of thing ranks up there with the idea that dealing to the players out of order will give someone else "your" cards. Random is random...

@rob-renaud, when you say "fresh card", you mean a card that is obviously from the expansion because it is less worn/broken in?
