How is the interaction between Narset, Parter of Veils with Seizan, Perverter of Truth? Does the opponent lose 2 life during the upkeep without drawing the cards?

  • My guess is they would draw a single card during their upkeep and skip both the second draw and the draw for their turn that is after the upkeep.

At the beginning if your opponent's upkeep, they will lose 2 life and draw 1 card. Then, during their draw step, they will draw 0 cards.

The life loss and card draw are not dependent upon each other or directly related, they are simply 2 different things that both happen when the triggered ability resolves.

101.2 When a rule or effect allows or directs something to happen, and another effect states that it can’t happen, the “can’t” effect takes precedence.

121.2. Cards may only be drawn one at a time. If a player is instructed to draw multiple cards, that player performs that many individual card draws.

This means that the "draw 2 cards" really means "Draw a card. Draw a card." When they get to the second "Draw a card", 101.2 kicks in and prevents them from doing that. Then, when they get to their draw step, 101.2 kicks in again and prevents that draw.

Your opponent still loses 2 life because that part of the effect is not contradicted by anything:

609.3. If an effect attempts to do something impossible, it does only as much as possible.
