Look at card under Masterplan?
Since the Masterplan ability is Omni, I dont think you actually need to choose the correct house to be able to play that card, a la Wild Wormhole

Hmm, isn't it so that for DF the discarded card is the destination, and for CF it's the origin? So for example: if BT have spread disease in Johannesburg last turn, and haven't discarded a card, and in this turn he announces that he was at an airport then discards a card; if the card is Johannesburg, Khartoum or Lagos; he's likely on a Charter flight (thus could be anywhere), and otherwise he's flown to the city that is on the discarded infection card?

When exactly does the black pawn gets placed on the board?
does that mean the "good guys" need to break up their moves to individual actions? It becomes not trivial as there are several spots on the map where there are multiple possibilities to get from A to B, e.g. From Cairo to Karachi, a player can go via Baghdad or via Riyadh.
