There aren't that many examples of efficiently costed red and blue creatures, and almost all of them support your claim about rarer cards being more powerful for the same mana cost. There is also Asphyxiate vs Hero's Downfall, for a comparison of different rarity cards fro the same block.

Jun 5, 2015 at 14:33 comment added ghoppe @Zags I should have been more clear. I don't think blue and red have 2/2 creatures with a CMC of one colorless and one colored mana. I've edited the post to make this explicit.
