Aug 4, 2015 at 6:54 comment added murgatroid99 One Thousand Lashes prevents the creature from activating abilities. But the Equip ability is on the Equipment, not the creature. So no, it isn't affected. On the other hand, if you attach a Suppression Bonds directly to the Equipment, it would be prevented from re-equipping.
