Usually "flicker" means "exile, then immediately return". However there are effects like when something exiles, then returns it at the beginning of the next ends step - see Flickerwisp. This isn't relevant to your question as written, but maybe the question of "flickering" lead to it.

When that's not the case, the rules take pains to spell it out (e.g. 702.2f, multiple instances of deathtouch are redundant) and are, imo, usually intuitive anyway (possible sticking point would be lifelink, but if you see the fine-grained detailed of how it functions, it makes sense)
relevant is rule 117.1 - "Unless a spell or ability is instructing a player to take an action, which player can take actions at any given time is determined by a system of priority" - so when there's cards that say "until end of turn, you may cast...", you can't escape the restrictions of sorcery speed. But if they don't specify a time (as in Word of Command), that means immediately.
