Magic the gathering number of cards in a hand

In the quick reference paper they say - draw a hand of seven cards, then player who takes the first turn won't draw a card that turn.

That means, both players will draw 7 cards, first player will start with 7, second player will draw a card, that is 8.

In rules, they say - maximum number of cards is 7, player has to discard the exceeded number of cards in his clean up step.

So, if the first player will play one card, what is the basic number of cards in the hand, will he draw 1 card next his round to get at maximum (7) or will he draw a 2 cards, to get at maximum (7) plus one?

Because second player began with maximum cards (7) plus 1.

Or will first player always draw cards to have 7 cards in a hand, and second player will keep the advantage of having 8 cards in his draw step to the end of game?

Or the maximum cards at the clean up step is 7 in the hand, but the base cards number (except first round for first player) is 8, that means players have 7 cards in their draw step a draw one card (to have 8)? It is little bit chaotic.
